The crisis attendant upon Cold War II was however , not just a matter of the tone of east west relations but was given special importance because of the role played within it by the nuclear arms race and the dangers which were seen as flowing from this military competition. It is indeed too simple to present the nuclear arms race and east-west conflict as just two parts of the same conflict and process . However the two are so closely interwoven that a worsening in political conflicts and contrasts between east and west , between Moscow and Washington is perceived as increasing the danger of war and making it all the more necessary to discover and implement some means of halting and reversing the worldwide arms race between nuclear powers.
